How the Upward Trend in Non-Capacity Amendments Delays Hydropower Modernization
For decades, the hydro industry has prioritized licensing and permitting reform, as many inefficiencies in the status quo regulatory framework are causing costly delays and high uncertainty. To better understand the issue, NHA performed an analysis of FERC’s eLibrary data, revealing both an upward trend in non-capacity amendments and a nearly doubled timeframe for the review of license amendments post-2019. These trends allude to a harsh regulatory landscape for hydro and its assets which can be best addressed through increased advocacy to Congress and FERC.
