This week, the House Energy and Commerce Committee's Energy, Climate, And Grid Security Subcommittee voted to advance legislation (H. R. 4045) that will streamline the licensing process for #hydro facilities and help promote new projects. It now moves to the larger committee for consideration. NHA has been working closely with our water power champions in Congress, and we will continue doing all we can to help make this legislation and other good bills the law of the land. Thanks to Committee Chair Cathy McMorris Rodgers for her continued advocacy and for reaching across the aisle to advance our shared priorities. Both EPA and FERC issue rules that affect our energy system, but only one agency is ultimately on the hook for ensuring the power stays on – that’s FERC. After EPA proposed new regulations for power plant GHG emissions this summer, the agency invited supplemental comments on whether it should include additional mechanisms in the rule to further support grid reliability. In response to this request, we submitted comments in which we explained: (1) FERC is the governmental body with the appropriate tools, skills, and statutory mandate to protect grid reliability, and (2) EPA has acted properly to design a rule with sufficient compliance flexibilities to allow FERC, alongside state agencies, to exercise their authorities to ensure adequate energy supplies. the Government of Canada has summarized the feedback it received on its proposed Clean Electricity Regulation (CER) in the form of an Update Paper. This paper discusses the most commonly cited friction points in the CER: implementation flexibility, fossil fueled peaker provisions, use of offsets, stranding of assets, cogeneration units, emergencies and minimum capacity thresholds. OnLocation was asked by the US Department of Energy’s Office of Policy (DOE OP) to develop and analyze three scenarios for the purpose of evaluating potential energy and environmental impacts of the Inflation Reduction Act of 2022 (IRA) and Bipartisan Infrastructure Law of 2021 (BIL). Three customized scenarios were modeled: No BIL/IRA, Advanced BIL/IRA Implementation, and Moderate BIL/IRA Implementation. Results of the scenarios show that the IRA and BIL provisions will make significant progress toward meeting climate mitigation targets, as shown in the figure. Other benefits include greater energy efficiency in buildings, lower energy bills, and a shift toward cleaner energy sources such as renewables, electric vehicles, and carbon capture technologies. #energy #energyefficiency #carboncapture

Climate action is on the move in the Vermont Legislature! Renewable Energy Standard reform (H.289) passed out of the House Appropriation Committee today on an 8-3-1 vote after the non-partisan Joint Fiscal Office debunked an inflated cost estimate put out by the Scott administration. The bill - which will be in front of the full House on Tuesday - would get Vermont to 100% renewable electricity and dramatically reduce greenhouse gas emissions. Simultaneously, the Climate Superfund Act (S.259, aka "Make Big Oil Pay") passed out of Senate Finance on a bipartisan 5-0 vote. The bill would require major oil companies - many of whom knowingly lied to the public about the risk of climate change - to help pay for the damages that the climate crisis is imposing on Vermonters. #ActOnClimate #vtpoli
