Stillwater Sciences is a 65-person scientific and environmental engineering consulting firm specializing in evaluating potential biological and ecological effects of hydro operations on river ecosystems, and helping licensees navigate FERC’s relicensing process. Stillwater has over 20 years’ experience planning and conducting aquatic and terrestrial resource studies, engaging in resource agency negotiations, preparing license applications, and managing license implementation and compliance. Stillwater’s work includes early relicensing documentation (e.g., PAD, FSCD, IIP); study plan development, execution, and dispute resolution; stakeholder engagement; PM&E measure negotiations, settlement agreements, and trial-type hearings. Following license issuance, Stillwater supports hydro clients with management and monitoring plan implementation, compliance monitoring, adaptive management, and PM&E measure implementation. Stillwater approaches licensing and compliance using practical, scientifically sound, cost-effective, and permittable strategies that balance hydropower generation with environmental stewardship.
