Hydropower International Services, Inter-National Consultancy, L.L.C. (HISINC, L.L.C.) has its office in Mannford, Oklahoma. HISINC, L.L.C. is a sole-proprietorship owned and operated as a engineering consulting firm for hydropower and other water-related projects. W. B. “Bill” Smith, P.E. CFM is the sole employee of the company with over 41 years of experience. Mr. Smith was educated as a hydrologist, and has used this expertise in the development of many hydroelectric projects, as well as many stormwater development projects.

HISINC, L.L.C. was formed in 2000, as a private consulting firm to provide engineering services, including project management, project identification missions, feasibility studies, design, and construction management for mini-, small, and medium hydroelectric generating projects, dam projects, and other hydrologic and hydraulic engineering services both domestically and internationally.

Mr. Smith was presented the 1996 Newsmaker Award from Engineering News Record and was listed in International Who’s Who of Professionals in 1995. Mr. Smith was recognized as one of the 60 most influential engineers in the world in hydropower in the last 60 years by International Dam & Water Magazine.

Mr. Smith was President of the National Hydropower Association (NHA) from 1988-1989 and was an active member of NHA’s Board of Directors for over five years (1984-1989). He also served as Vice President, Creator and Chairman of both the FERC Committee and the International Committee. Mr. Smith was also chosen to represent National Hydropower Association as a technical specialist on CORECT Trade Missions to the Caribbean Basin (1987), to the Pacific Rim (1990, 1991, and 1993) and to Panama (1994).

Mr. Smith is an approved Independent Consultant by the Federal Energy Regulatory Commission for performing FERC Part 12D Inspections at federal and non-federal dams in the United States. Mr. Smith is also FERC trained for performing Potential Failure Mode Analyses in accordance with FERC Guidelines.
